The author of a web page can be an individual person, or an organization.

If the author is an individual person, his or her name will be listed somewhere prominently on the page. 

If no individual person's name is listed, use the organization as the author of the web page. For instance, if the web page appears as part of the FBI's website, then the FBI is the author.
