Q. How do I vet OERs for Digital Rights Compliance?

OERs must be meticulously scrutinized during the vetting process. The following questions should be addressed for each resource. In addition, some resources may require answers to other questions as well.

Has the reviewer looked for a license on the first page, last page, in the Terms of Use, and done a Control-F for the words Creative Commons? Is the CC license vague and without indication of the specific license or version?
Does the resource require a subscription, fee, registration, or log-in?
If this is a YouTube video or content from a blog, is the uploader the actual copyright holder?
Does the OER contain third-party content that should be flagged for removal? (The following language will determine a can’t embed determination):

- All rights reserved
Is the site stable and does it appear to be a credible source of OERs (as opposed to a "free books" site)? Look for overt red flags regarding the stability of the OERs (lots of ads, lots of pop ups, and typos and misspellings).
